Refugee Services Intensive Case Manager

Refugee Resettlement Program

Full-Time (40 hrs/week), Non-Exempt

Reports to: Program Manager



The Intensive Case Manager position is located within our Refugee Resettlement Department and will include holistic and trauma-informed services designed to promote self-sufficiency.  Activities will be rooted in evidence-based standards of care, and will meet National Culturally and Linguistically Appropriate (CLAS) standards, designed to advance health equity and eliminate disparities. This position will include services specific to the client's strength-based assessment and service plan and provide services through two contracts, one through the federal Office of Refugee Resettlement, and the other through the State of Oregon. This position will serve clients residing both in Portland and in Salem, OR.



  • Provide individual case management services to refugee clients who have been identified as requiring intensive services through Preferred Communities and state contracts.
  • Provide clinical assessments and strengths-based service plans upon intake and at established intervals throughout service period.
  • Navigation of health and mental health systems, including systems supporting those with disabilities.
  • Provide psychosocial support and emotional wellness education as needed.
  • Co-facilitate Support Groups ranging from 6-10 participants, using an established curriculum.
  • Monitor and assess clients' psychosocial well-being at regular intervals.
  • Provide individual, supportive emotional support to clients as needed.
  • Navigation of housing stability services, including assistance with transitional housing and Section 8.
  • Provide transportation to appointments and training on usage of public transportation.
  • Support with budgeting, financial literacy and education.
  • Identification and referrals to employment skills and other job support services.
  • Maintain proper case notes, reports, and other record keeping procedures, as required by USCCB, the State of Oregon, and Catholic Charities internal policies and procedures.
  • Provide consultation, education, information and resource advocacy to agencies in the community which routinely come in contact with refugees.
  • Collaborate with other Refugee Services and Family Support and Counseling team members as well as other Catholic Charities program staff.
  • Provide case management services in a manner consistent with Catholic Charities Board Policies and Code of Ethics.
  • Participate in trainings and coordination meetings as requested by Supervisor.
  • Adherence to Catholic Charities policies and procedures.
  • Perform other duties as assigned.





  • Bachelor's degree in Social Work, Counseling or other related Social Science field; or equivalent work or life experience required.  Master's degree preferred.
  • 2 years of experience providing intensive case management services to refugee or other multicultural, multilingual populations required.
  • Clinical skills and ability to conduct clinical assessments required.
  • Ability to work with and assess the unique needs of ethnic groups.
  • Proficiency in a commonly-spoken refugee language preferred.
  • Experience working with interpreters of spoken language.
  • Demonstrated knowledge of community resources.
  • Excellent written and oral communication skills.
  • Willingness to learn new skills and take on new responsibilities.
  • Strong analytical and strategic problem-solving skills.
  • Ability to work well in team setting, as well as independently; be flexible and adapt well to different dynamics in a fast paced work environment.
  • Ability to work a flexible schedule, which could include some evenings and weekends.
  • Ability to support organizational and program specific mission and goals.
  • Ability to lift 40 pounds.
  • Travel between sites in Portland and Salem area required.  Must have driver's license, access to vehicle and ability to obtain automobile insurance at levels required by agency (100/300/100).
  • Satisfactory results from criminal, civil and/or motor vehicle background check required.
