Case Manager

Refugee Services

Full-time Position-40 Hours; Non-exempt

Reports to: Program Manager



This position provides Reception and Placement (R&P) case services during the R&P contract period and services for clients served in the Refugee Resettlement Match Grant (MG) Program during the contracted service period. This position performs all duties required by the Reception and Placement contract and coordinates services to promote client self-sufficiency. This position will be expected to serve clients in both the Portland metro and in Salem.



  • Arrange housing, healthcare, social services, service providers and interpretation for refugees.
  • Welcome arriving families and individuals at the airport in a warm, culturally and linguistically appropriate manner.
  • Conduct home visits as required by the R&P contract.
  • Maintain case files, submit written reports as required, provide cross - cultural information, orient refugee families to their new community, and ensure a smooth process of resettlement.
  • Work to connect clients with supportive community networks and support systems to ensure their long-term integration in the community; this includes working closely with client volunteer support.
  • Attend stakeholders meeting and work with community partners to learn about resources for refugees and make referrals when needed.
  • Provide transportation to refugee clients as needed to attend required appointments.
  • Ensure that refugees are being served in a linguistically and culturally appropriate manner and provide education and advocacy when necessary.
  • Conduct Employment Orientation for each employable individual referred to Match Grant.
  • Make appropriate referrals for services to remove employment barriers.
  • Communicate with refugee program staff to address client concerns and participate in planning to remove barriers to employment.
  • Assist clients with obtaining clothing, tools, bus passes, etc. needed to start work.
  • Report all activities in a timely manner per grant guidelines.
  • Maintain accurate and complete client case notes in case files with essential information on all services rendered in a timely fashion.
  • Ensure that all refugees have transportation to job interviews and trainings.
  • Be available and willing to provide assistance in emergency situations, outside regular working hours.
  • As needed, assist clients to receive benefits through Temporary Assistance for Needy Families through the Department of Human Services and other self-sufficiency community resources.
  • Attend all appropriate meetings.
  • Adherence to Catholic Charities policies and procedures.
  • Perform other duties as assigned.



  • Bachelor's degree in social services, community relations, business or related field; or equivalent work experience required.
  • Prior experience with case management, job counseling/training and/or social services provisions required.
  • Demonstrated ability to work with multicultural caseload and ethnically diverse staff required.
  • English required. Demonstrated fluency in French, Arabic or Swahili is a plus.
  • Experience with community networking and organizing.
  • Strong proficiency in all programs of Microsoft Office.
  • Demonstrate judgment and discretion in dealing with confidential matters.
  • Must be able to organize and prioritize work, be proactive, take initiative, follow through, and simultaneously manage multiple priorities to ensure goals are met in a timely manner.  High attention to detail required.
  • Excellent written and oral communication skills.
  • Willingness to learn new skills and take on new responsibilities.
  • Strong analytical and strategic problem-solving skills.
  • Ability to work well in team setting, as well as independently; be flexible and adapt well to different dynamics in a fast paced work environment.
  • Ability to work a flexible schedule, which could include some evenings and weekends.
  • Ability to support organizational and program specific mission and goals.
  • Travel between sites in Portland and Salem required.  Must have driver's license, access to vehicle and ability to obtain automobile insurance at levels required by agency (100/300/100).
  • Must be able to occasionally lift and move objects weighing up to 50 pounds.
  • Successful completion of civil, criminal and/or motor vehicle background checks.
